Not sure this is remotely possible with SSMS. I often would like to put my SQL code and results in separate windows that I can move around. I would like to run SQL and see the results, make changes and run again without having to flip back and forth or squeeze into a top/bottom window. I"m aware of F6 and control-t. Thanks!

Well, currently it is not possible. Both panes are "welded".
